- CAPA developed a System Quality/Highway Maintenance Funding Initiative to promote the asphalt industry perspective to the members of the Governor’s Blue Ribbon Transportation Panel. A Work Group was established, a consultant retained and a series of perspectives developed to educate panel members on the importance of funding for highway system quality. The final recommendation of the Panel identified Highway Surface Treatment as the #1 priority and $222 M/yr of additional funding for Highway Surface Treatment.
- A significant milestone was accomplished with regarding the CDOT life cycle cost analysis methodology. The changes include the following and will be part of the 2008 manual:
- Increase the performance life of HMA by 1 year (10 yrs. to 11 yrs.) when using PMA.
- Reduce the current disparity of yearly maintenance costs (asphalt versus concrete);
- Asphalt: Existing: $1,300/lane mile/year – New: $1,353/lane mile/year
- Concrete: Existing: $ 150/lane mile/year - New: $ 771/lane mile/year
- Include a requirement in the provision for the designer to consider the cost savings of detoured traffic construction versus lane-by-lane construction under traffic.
- CAPA initiated discussion with a number of agencies and organizations including CDOT, MGPEC and others regarding the benefit of increased use of recycled asphalt pavement (RAP). Joint efforts has led to increase use of RAP.
- The CSU Asphalt Technology Program continues to serve the industry. The spring 2007 CM 370 Asphalt Materials Course was completely full with 40 students educated in the new Lab.
- The Rocky Mountain Asphalt Education Center (RMAEC) reached agreement with CDOT to continue the LabCAT Certification Program for another 5 years. The Program continues to receive very good feedback regarding quality and benefit of the training and certification.
- CAPA initiated a new Asphalt Maintenance & In-Place Recycling Committee. The committee will provide direction and oversight to maintenance and in-place recycling activities.
- CAPA become a Premier Sponsor of the 2011 APWA Congress. The sponsorship will include a variety of benefits to demonstrate CAPA’s involvement, support and partnership of APWA.
- 22 new member organizations were added to membership including - Colorado State Parks.
- CAPA took a lead role in the 34th Annual Rocky Mountain Asphalt Conference & Equipment Show. Driving Today’s Challenges to Tomorrow’s Successes was the theme of the largest conference ever - 1,500 participants (1,100 attendees, 300 exhibitors, 100 staff, etc.) and very good feedback. The equipment show was expanded and the plant tour and the sessions were well attended. Good feedback was also received on the Asphalt 101 Educational sessions.
- CAPA and CCA teamed up to initiate an Introduction to Hot Mix Asphalt Construction Course through the CCA Apprenticeship Program.
- CAPA coordinated a $3,000 study by CSU into When to Pave a Gravel Road. Dr. Scott Shuler made a presentation to CARSE and county commissioners at the Annual CCI meeting.
- The 13th Annual “Best in Colorado” Asphalt Pavement Awards Program was a success. There was a high level of competition, a well attended awards dinner, and an increase in publicity of award winners following the awards program. This included award winners featured in Colorado Public Works Journal and a presentation to the Transportation Commission.
- CAPA received an Examples of Excellence Commendation from the Colorado Springs City Council. The commendation was in recognition of the Pikes Peak Region Asphalt Paving Specification. The spec. includes the use of 20% RAP for all lifts and for all types of paving.
- An effective Pothole Media Advisory Campaign was completed in May. A two part media release on the importance of maintenance funding was issued and led to articles in the Rocky Mountain News, the Pueblo Chieftain, the Aurora Sentinel, and the Greeley Tribune.
- The partnership with CSU has resulted in CAPA becoming a 2007 member of the CSU 1870 Club and recognized at the 2007 CSU President’s Dinner.
- An environmental awareness effort was initiated that featured a special environmental issue of The High Road, a porous pavement seminar, and an Environmental Theme for the Conference.
- CDOT Accomplishments: CAPA had a number of accomplishments in 2007 working on asphalt related specification issues with the CDOT. Here are several accomplishments:
- CDOT DID NOT propose starting any new task forces to address problems or concerns encountered in the 2007 construction season.
- CDOT approved a motion to bring the equipment operator certification task force to an end.
- The RAP spec. eliminated the “one strike and you are out” requirement regarding mixes.
- The Test Result Dispute Resolution Specification will now be available for use on all projects.
- The Smoothness spec. changed to allow contractor QC profiling to be used for acceptance.
- Changes have been made to the AC Price Adjustment Provision.
Other Activities:
- CAPA has been added to the Advisory Board of the Mesa State University Construction Management Department.
- CAPA provided support of a number of local ballot measures including Ballot Measure 1B in Elbert County. The measure will provide for a $2 M/year road and bridge program.
- A CAPA meeting of October 31 resulted in Commerce City sending letters to all but three asphalt producers withdrawing its tax claim for the time period 10/1/01 through 5/31/05. CAPA continues its effort to interface with Commerce City on the sales and use tax of asphalt.
- CAPA served on the Steering Committee of the Colorado Business Economic Outlook 2008 that is coordinated by the University of Colorado at Boulder - School of Business.
- MOVE COLORADO continues to meet monthly to discuss long term funding of transportation.
- CAPA was recognized by NAPA as a “MAX Club Member” by NAPA in recognition was for continued support in NAPA’s membership efforts and the recruitment of Colorado Asphalt Services Inc. and Everist Materials into NAPA membership.
- Our partnership with CSU was strengthened by initiating a Scholarship Program (4 scholarships @ $1,500/year) starting in the Fall of 2008.
