· The new Colorado Asphalt Pavement Association – Asphalt Laboratory at Colorado State University – Construction Management was opened in November. The CSU Civil Engineering Department has been added as a stakeholder and use of the new lab will begin in January, 2007.
· CAPA received a quality achievement commendation letter from the Federal Highway Administration. The letter, written by Doug Bennett, Assistant Division Administrator of the FHWA-Colorado Division, congratulated CAPA and the asphalt industry for “across the board” quality improvement and success in the construction of hot mix asphalt paving in Colorado.
· The Rocky Mountain Asphalt Education Center (RMAEC) certified its 2000th LabCAT testing technician in June, 2006. The LabCAT Certification Program continues to receive very good feedback regarding quality of program and benefit of the training and certification. Also, the Asphalt Inspector Certification Program has completed its first 3 year cycle and continues to receive excellent feedback.
· Tom Peterson received a Distinguished Service Award from the National Asphalt Pavement Association for his role as Chairman of the State Asphalt Pavement Associations. A key accomplishment was a near 100% participation by SAPA members in the NAPA Environmental Survival Fund.
· CAPA added 18 new member organizations in 2006 including its 50th Affiliate Agency member.
· CAPA took a lead role in the 33rd Annual Rocky Mountain Asphalt Conference & Equipment Show. The show attracted 1,500 participants (1,100 attendees, 300 exhibitors, 100 staff, etc.) and very good feedback was received. The equipment show was expanded and the plant tour and the sessions were well attended. Good feedback was also received on the Asphalt 101 and Equipment 101 Educational sessions.
· CAPA partnered with the Colorado Air Pollution Control Division of the Department of Environmental Health & Environment to develop an informational document that provides an overview of the asphalt production process and the environmental requirements that apply to HMA production facilities. In addition, CAPA partnered with APCD to initiate a quarterly “scorecard” document where APCD will report quarterly the extent of environmental enforcement actions against HMA facilities in Colorado.
· The RMAEC was recognized in April by the Colorado Work Force Development Council with a 2006 Business Partnership Award. This is the second award to the program this year (the first was from the Tri-County Work Force Center) and was presented for our efforts to “… promote and create work force development opportunities in the asphalt and consulting engineering industries.
· CAPA took a lead role in the development of the Pikes Peak Region Asphalt Paving Specification for the Colorado Springs/El Paso County area. It is expected that the specification will be expanded in use and be the primary hot mix asphalt specification throughout the Pikes Peak Region.
· CAPA has had a number of accomplishments in 2006 working on asphalt related specification issues with the Colorado DOT. Here are highlights of several accomplishments:
o The development of a AC Price Adjustment Clause that will be in pilot use in 2007.
o Initiated a joint Task Force to study improvements to the use of recycled asphalt pavement.
o A much improved Fuel Cost Adjustment specification was finalized.
o Improvements were made to the 2007 Smoothness Specification.
o The first projects using the new QA test dispute resolution specification were in 2006.
o A “contractor retained” RAP spec. has been developed and will be in pilot use for 2007 projects.
o CAPA partnered with CDOT to revise the Pre-paving Meeting Agenda.
o The 2006 Quality Assurance Reviews (QAR) went very well.
