Maintenance of Asphalt Pavement – Cost Comparison Worksheet, August, 2009    This document (developed by the Minnesota Asphalt Pavement Association) includes  a Worksheet that can be used to develop a comparative analysis of strategies and options.  The worksheet can be used to develop a Cost/Service Life/Sq.Yd.  The primary variable will be the input value for years of service for each strategy

Having Trouble convincing Elected Officials of the Need for Road Funding? 
The American Public Works Association (APWA) has developed an excellent publication entitled “The Hole Story – Facts and Fallacies of Potholes” that helps explains the challenges of deferred maintenance.  Also, CAPA Executive Director Tom Peterson has developed a White Paper on the subject entitled “Fix it Now or Fix It Later – The Public Works Dilemma of Deferring Road Improvements.”    A limited number of copies of the APWA brochure are available from the CAPA office office@co-asphalt.com 



rehabResources Tool Kits – CAPA has developed a number of informational packets (Resource Tool Kits).  These Resource Tool Kits include the following;enviro

  1. Hot Mix Asphalt Production Facilities (environmental issues regarding HMA facilities)
  2. Benefit and Use of Recycled Asphalt Pavement (specifications, QC plans, stockpile management requirements, research)
  3. Environmental Sustainability of Asphalt Pavements (porous asphalt/water quality, perpetual pavements, clean air/cool cities, energy and conservation).    
  4. The Need for Road Funding (the importance of road maintenance, the problem of deferring roadway maintenance, etc.).

SAFETY, IT’s EVERYONE’S BUSINESS   The need for safety training for workers has never been more important. The risks of having employees lacking safety training has never been greater. NAPA has several print and online resources that can provide outstanding training.  Spanish Safety Construction for Highway Orientation(TAS-29). This video is designed to orient the Spanish-speaking worker in the proper use of both personal equipment and situations found on a work site ($15). Protect Yourself Safety Series (TAS-31D). This DVD was created by the Australian Asphalt Pavement Association Ltd. and includes three segments designed to demonstrate the proper techniques for protecting yourself on the job site ($30). Lockout/Tagout: When Everyone Knows(TAS-24D). This DVD explains how to comply with OSHA regulations for isolating and shutting down power to equipment (cost $30). Employee Hazard Communication Guidebook (N0-1) provides information on how to train employees in the proper handling of hazardous materials ($15). Material Safety Data Sheets(HS-13) provides guidance on complying with OSHA regulations ($5).

ASPHALT PRODUCERS PRESENT BENEFITS OF WARM MIX  The use of warm mix asphalt (WMA) continues to grow in Colorado.  2009 will see a number of HMA producers move forward with facility upgrades to incorporate warm mix asphalt technology and others are evaluating different WMA chemical additives.  A panel of asphalt producers presented at the MGPEC Annual Meeting on April 13, 2009 at the Arapahoe County Municipal Building.  “We have made the commitment to warm mix asphalt technology and recognize the benefit of its use,” stated Jeff Keller, President, APC-Asphalt Paving Co. of Golden.  APC was the contractor that constructed the WMA project on I-70 near the Eisenhower Tunnel in 2007.  

The benefits of warm mix asphalt include a reduction of production and laydown temperatures which allow paving at colder temperatures and longer delivery times.  The reduced temperatures result in lower emissions and fumes at both the plant and the paving operation.  “A side benefit of WMA is the reduction in steam at the paving site which improves worker safety and driver visibility,” stated Todd Genovese, QC Manager, Lafarge West Inc.  “WMA is placed like conventional hot mix asphalt and we have found improved workability and excellent compaction results,” stated Jarrett Welch, QC Manager, Brannan Sand & Gravel, Denver.  Brannan is one of the area contractors that have made facility upgrades to incorporate WMA into mixes. Sustainability Update: A Technical Meeting of public works officials was held in the Denver area on April 13, 2009 and a representative of Green Print Denver (www.greenprintdenver.org) made a presentation on the efforts of the City and County of Denver to reduce greenhouse gases.  The presentation included a pie chart of current greenhouse gases in Denver and attributed 2% to the production of cement.  The presentation was followed by a representative of one of the cement manufacturers who stated that 5% of worldwide greenhouse gases are attributable to the production of cement.

The webinar presenters, and their topics of discussion, will cover a wide range of diverse training for Contractors, Consultants, Goverment Agencies, and all those interested in design construction and maintenance for asphalt pavements. Webinar presenters currently scheduled include the RMAEC staff, and industry experts from across the country. The “live” webinar training will run 60 - 90 minutes in duration. During the broadcast participants will have the ability to interact with both the presenter and other attendees. However, if your schedule prohibites attendance, you won’t miss out. All of the webinars will be recorded, allowing you to log onto the web and view the training at your convenience. Once you register you will be sent a one-time link to the webinar and the call-in number for the live broadcast. You will be able to use the link only once and from only one PC.
