RMAEC Overview

The Rocky Mountain Asphalt Education Center (RMAEC) was founded in 1996 as the “education and certification arm” for the Colorado Asphalt Pavement Association (CAPA).  In addition to facilitating the LabCAT Program for Certification, the RMAEC offers educational seminars for City and County Agencies, Contractors, and Consultants.  Most seminars are held in the RMAEC class-room; however, “Short Courses in Asphalt Paving Best Practices” can be customized for employee training days at your company location.

Additionally, in 2008, the RMAEC began a series of web based asphalt training.  The webinars are live interactive training sessions presented by the RMAEC staff, as well as, HMA Industry experts.  Each webinar broadcast runs approximately 60 – 90 minutes in duration, and is recorded for later viewing.  CLICK HERE for link to the Webinar Home Page.

The range of seminar and webinar topics reaches from basic information to specific detailed training.  A sampling of past and present topics include: Asphalt Plant Production, HMA Construction, HMA Maintenance & Repair, Introduction to the High Speed Profilier, Introduction to Quality Control (QC) and Quality Assurance (QA) Testing, Warm Mix Asphalt, ME Design, and The Use of Recycled Materials in HMA. CLICK HERE for link to the Education & Seminar Schedule. 

 The RMAEC has embraced the challenge to grow with the industries educational needs.  Over the years we have greatly appreciated the participation and feedback received from the community.  It is our continued goal to provide pertinent and high quality education for the asphalt industry.

Director of Training and Member Services

Tom has been with CAPA since 2002.  He began as the RMAEC Program Manager.  In April 2005, he took on a new role as the Director of Training and Member Services. 

As Director of Training, Tom is responsible for the administration of the LabCAT Certification Program and the educational programs offered through the RMAEC.  As Director of Member Services, Tom’s focus is on assisting CAPA members.  He is available as a technical resource and will provide assistance to members who may be having concerns, with agencies and or developers, involving testing and communication.  Tom serves as the CAPA representative on Technical Task Forces, and is the co-chair for the LabCAT Technical Committee.

Tom holds certifications from The National Institute for Certification in Engineering Technologies at the grade of SET (Level IV), and the Western Alliance for Quality Transportation Construction as an Instructor.

A Denver, Colorado native, Tom's experience in the Geotechnical Engineering Industry began in 1979.  Immediately proir to joining the RMAEC/CAPA, Tom was an Inspector at Denver International Airport during construction of the 16,000 foot International runway.  His overall experience includes large and small highway projects, airports, large and small commercial projects, as well as residential pavements. 

Tom has been married to Susan since June 1978.  They have adult two children, Nicole and Jeremy.

LabCAT Program Instructor

Cindy joined the RMAEC staff as the LabCAT Program Instructor in January 2008.  She is responsible for the instruction of the LabCAT Program: levels A, B, C and E. 

Cindy’s experience includes, 30+ years in the construction industry.  She was employed with CDOT for 12 years as a materials technician.  Before joining the CAPA staff, she spent 8 years working for local consultants as a materials supervisor, overseeing field materials technicians and managing laboratories.

Cindy has 2 children, Tonya and Shawn, and 4 grandchildren; Cody, Cade, Randi and Lelli.

Diane Hammond

Training Coordinator

Diane has been a part of CAPA since 2001, as the RMAEC Training Coordinator.  She is responsible for the LabCAT and RMAEC program registrations, materials preparation, marketing, and accounting.

Diane is a Colorado Native, originally from Fort Collins, Colorado.  She graduated from CU in Communication Disorders and Speech Science.

Her past work experience includes a variety of administrative and customer service positions.  Diane has 2 children, the 4 legged kind, Sidney and Molly.
