STRONG RESPONSE TO ASPHALT AWARDS PROGRAM
We have received a GREAT response to our Annual "Best in Colorado" Asphalt Awards Program.  58 nominations have been received representing 44 projects. The Awards Judge Team had its preliminary meeting on November 11 and will now be visiting each project throughout the state.  We are expecting each person who nominated a project to be notified by the end of January 2009.  For more information, contact Denis Donnelly at (303) 548-5558.

OUTREACH TO UNIVERSITY STUDENTS
Tom Clayton
traveled to Boulder on November 3rd and was a guest lecturer at the University of Colorado in the Civil Engineering Department. The class, Construction Equipment and Methods is a Civil Engineering class with  51 junior and senior students.  In addition, CAPA partnered with Jason Hessling of Lafarge West, Inc. to lecture on Thursday November 13th at Colorado State University - Civil Engineering Department to present on Asphalt and Asphalt Pavement a Evaluation of Civil Engineering Materials course.

Modified Asphalt Producers Update Supply Outlook

The Association of Modified Asphalt Producers (AMAP) have updated their SBS Polymer Supply Outlook.  The outlook includes the following statement;
There have been a number of new developments that they anticipate will give SBS producers greater access to the raw material, and the ability to build inventory in the coming months in anticipation of next year’s paving season. 
AMAP President Ron Corun, NuStar Asphalt Refining, will be a presenter at the 36th Annual Rocky Mountain Asphalt Conference & Equipment Show in February.  

CONSTRUCTION CAREER DAYS A SUCCESS

The Rocky Mountain Asphalt Education Center (RMAEC) was involved in several areas of the two day Construction Career Day event held on Tuesday and Wednesday October 7th and 8th at the Adams County Fair Grounds. More than 1400 high school students from Northern Colorado were scheduled to attend the event.

The RMAEC coordinated the infrastructure display in the center of the construction area.  The static display included installation of pipe, surveying, grading to final paving.  We also, demonstrated quality control and assurance testing of materials.  We thank CAPA member companies Colorado Asphalt Services Inc. (CASI) for supplying the Recycled HMA, Brannan Sand and Gravel for supplying the Base Course, Honnen Equipment for the Hamm HD 90 Steel wheel roller and the John Deere Backhoe,  CTL/Thompson for the HMA samples for the two displays.  We can always use volunteer help at this type of event. Keep this in mind for next October when we will be asking for help.

NAPA MEETING PROVIDES INSIGHT ON MATERIAL SHORTAGE
The NAPA Mid Year Meeting in Colorado Springs included two excellent presentations on the supply and availability of asphalt and polymer.  Bill Haverland from ConocoPhillips presented on AC Supply and Ron Corun of NuStar and the 2008 President – Association of Modified Asphalt Producers, spoke on Polymer Supply.  Both presentations are available from the CAPA website.

MODIFIERS ASSOCIATION ISSUES GUIDANCE ON POLYMERS
The Association of Modified Asphalt Producers (AMAP) has investigated the shortage of styrene butadiene (SBS) polymer and have developed a White Paper on the subject.  The White Paper, entitled SBS Polymer Supply Outlook.  The intent of this paper is to help the HMA industry understand the situation and provides suggestions on possible alternatives to SBS polymers. 

CDOT ISSUES STATEMENT ON AGGREGATE SHORTAGE
Colorado DOT has issued a letter that recognizes the limited long term supply of permitted aggregate sources.  In a letter dated July 30, 2008, CDOT Executive Director Russell George stated, “CDOT supports the aggregate industry’s efforts to secure, operate, and maintain adequate and economical supplies of these resources.”  The CDOT Aggregate Shortage Letter is available from the CAPA website.

CDOT STUDY:  MINIMAL IMPROVEMENT WHEN USING POLYMER A CDOT report completed in October, 2007 evaluated the benefit of using polymer modified asphalt (PMA).  The CDOT PMA Study concluded that on average the performance improvement of using polymer modified asphalt is 0.7 years (cracking) and no difference in rutting.  Jay Goldbaum at CDOT is the contact person at (303) 398-6561.

Asphalt ManINTRODUCING ASPHALT MAN!!!  Pitkin County has taken a very innovative approach to public education and outreach in an attempt to inform citizens about the needs of their local roads.  Brian Pettit, Public Works Director, Pitkin County has taken a unique, fun and creative approach to informing and involving its constituency about the needs of its paved road system in preparation for a potential property tax increase (no decision on this yet) in the fall.  Roads, asphalt and deterioration just do not seem to be “sexy” enough to grab people’s attention.  They have created a superhero named “Asphalt Man” has been developed and informative cartoons have been running in the local papers for the last few weeks.  A website has been developed www.knowyourroads.com

 

 

ADDING VALUE TO OUR MEMBERS
FORENSIC ANALYSIS OF ASPHALT BINDERSAsphalt Binder expert and CAPA Affiliate Member Ken Grybowski of PRI Asphalt Technologies of Tampa, Florida was the lead instructor of a “The Forensic Analysis of Asphalt Binders” Seminar held on June 26, 2008.   According to Mr. Grybowski, “90% of field problems are people problems.”  Ken’s presentation can be downloaded

 

 

CDOT “FAST TRACKS” IMPLEMENTATION OF AC PRICE ADJUSTMENT   Provision to be Added to All Projects With a 5% Trigger - CDOT has responded quickly to the changes of asphalt supply in Colorado and to our request to include the AC Price Adjustment Provision on all future projects.  Specification changes are planned that include the following;

  1. A reduction of the trigger from 10% to 5%
  2. Mandatory on all HMA and SMA projects
  3. Provision to be included on all projects

Implementation of the proposed specification and calculation worksheet is on  a “Fast Track” schedule and is available for review until July 10.  Any comments can be forwarded to Tom Peterson at tompeterson@co-asphalt.com .

THE RISING COST OF CONSTRUCTION

THE BENEFIT OF PRICE ADJUSTMENT PROVISIONS
With the rising cost of diesel fuel, propane, other construction fuels and asphalt binder the use and benefit of price adjustment provision for these products will continue to increase.  CAPA has worked with CDOT and CCA to develop price adjustment or escalation provisions (or escalator/index) for these products.  We encourage all owner agencies to consider their use on future contracts.

That's because city and county road managers recently decided to increase the amount of recycled asphalt that can be used in paving projects. Now, 20 percent of the black goo laid on streets can be composed of old asphalt taken up from tattered roads, with up to 25 percent with engineers' approval. The new standard is.....

CAPA and the membership come together to build a "Porous HMA Project".

 

Several of the member companies of the Colorado Asphalt Pavement Association came togeter recently to construct a "Porous HMA" demo project at the Denver Waste Water building, 2000 West 3rd Avenue, Denver, CO.

Those involved in the project included: Aggregate Industries, APC, Brannan Sand and Gravel, Kiewit Western, Lafarge, Premier Paving, Vance Brothers, Sem Materials,CTL/Thompson, Kleinfelder, Terracon.

POrous demoA Press event was held on "Earth Day" April 22, 2008 to annonce the project and more than 100 persons attended the event.

CAPA Board Approves Resolution in Support of Beltway to Tomorrow   The key part of the resolution is the following,

Now, therefore, be it resolved that the CAPA Board of Directors are united in our cause to complete the entire metropolitan beltway in a timely and conscientious manner for the safety, convenience and improved mobility of current and future residents, businesses and visitors to Jefferson County, metropolitan Denver, the State of Colorado and beyond.

 

US Department of Labor Rejects CDOT Action to apply Davis-Bacon Wages to Truck Drivers - CAPA Member Rocky Mountain Materials & Asphalt of Colorado Springs has been in a lengthy dispute with CDOT over the issue of CDOT applying Davis Bacon wage requirements to truck drivers involved in the project.  CDOT requested support from the U.S. Department of Labor - Employment Standards Administration in Dallas Texas.  The Department of Labor reviewed the issue and responded by stating "... there is not enough information to proceed with administrative action."  Thus, not supporting a change to long standing practice that truck drivers are NOT subject to Davis Bacon wages.  The US Department of Labor Prevailing Wage Letter is available from the CAPA website.

Environmental Issues for HMA Facilities

The Colorado Asphalt Pavement Association (CAPA) is hosting an Environmental Issues for HMA Facilities - An Informational Forum at 9:00 am, Wednesday, April 9, 2008 at the CAPA Office.  The event is being held in cooperation with the state CDHPE - Air Pollution Control Division.    All member company environmental specialists are encouraged to attend.  Topics include permitting, enforcement, and stormwater.  To attend, contact Michelle at (303) 741-6150.

February 21, 2008, DENVER (KWGN) — It's easy to take them for granted, but the roads we drive on are getting greener.
"We think so," said Tom Peterson, Executive Director of the Colorado Asphalt Pavement Association. "Asphalt is 100% recyclable." This is a big week for the asphalt industry. "We're trying to showcase it here at the largest asphalt convention in the country. The theme of this conference is environmental sustainability, pave green with asphalt," said Peterson.

Black is the new 'green' according to Peterson. "We're talking recycling, we're talking reducing pavement noise, we're improving water quality throughout pavements."

Old roads are being recycled into new ones, harmful chemicals used to haul and dump asphalt are getting replaced by cleaner ones. Asphalt technology has certainly come a long way. In fact, it's environmentally-friendly enough to be considered a part of building 'green,' like porous parking lots.

Peterson said, "The porous pavement allows a reduction in storm water run-off and retention. That's a technology that's being looked into as a way to build green from a parking lot standpoint."

Just like your car, fuel economy is key to paving behemoths like rollers and pavers. "Every piece of our products has tier-three engines that allow you to burn cleaner fuel. Getting a lot more use out of the product with using a lot less fuel is certainly the goal," said Doug Corley with Power Equipment Company.

"If we can build our pavements with the right components, with the right materials and maintain them correctly they can last longer, if not perpetually," finished Tom.

Warm Mix

Warm-Mix Asphalt New Website One of the most discussed topics at the recent NAPA Convention was the use of warm mix asphalt (WMA). Warm mix asphalt has the potential of reducing the temperatures at which the material is mixed and placed on the roadway by 50 to 100 degrees Fahrenheit. Benefits include the ability to pave in colder temperatures, a reduction in plant energy costs and decreasing plant emissions. To support the use of the warm mix asphalt technology, a new website has been established www.warmmixasphalt.com The website, which is provided by NAPA and the State Asphalt Pavement Associations, provides information about WMA including publications, Power point presentations, and links to the technology providers’ web sites.
