"Asphalt Pavement Design Seminar" – Current Technology, New Developments, & Ongoing Research, September 29 @ the RMAEC, 9:00am

Program Topics: This seminar will provide an overview of asphalt pavement design.  Current CDOT asphalt pavement design procuderes will be presented and case study examples explained.  Guidance on local agency pavement design will be provided.  Work CDOT is doing on a new Mechanistic Empirical Pavement Design Guide (MEPDG) will be discussed with overview information on Perpetual Pavement designs.

Improving the Quality Of Longitudinal JointsColorado is one of five states included in a national study funded by the Federal Highway Administration (FHWA) to improve the quality of longitudinal joints in roadway construction.  As part of the study, engineers from the Asphalt Institute and the FHWA were in Colorado on July 13-14, 2010.  A meeting was held with CAPA staff, member contractors and CDOT engineers.  Field visits were made to two CDOT highway projects – Region 2 – US 24 and Region 1 US 285 – Bailey north.  The study is expected to be completed in 2011. (Photo Gallery)  The Colorado DOT implemented an end result joint specification in 2003.  The specification includes an Incentive/Disincentive provision for joint quality.

 

Gubernatorial Candidate Scott McInnis and State legislative leaders meet with CAPA to discuss Highway Funding.

On Wednesday July 7, Gubernatorial Candidate Scott McInnis, and State Representatives Amy Stephens, Cindy Acree, Carole Murray, Frank NcNulty and Glenn Vaad met with CAPA leadership to discuss Highway funding now and in the future. The meeting was attended by more than 17 who expressed their concerns with the current level of funding and disbursment within State government and what will happen in the future if the Sate does not keep iup withthe demands of our ever deteriorating roadway system. Two New Directors Added to CAPA Board  The Colorado Asphalt Pavement Association (CAPA) is pleased to announce the addition of two new Directors.  The first new director is Gregg Rippy, President, Grand River Construction Inc. – Glenwood Springs.  Gregg is a former state representative and past president of the Colorado Contractors Association (CCA).  Grand River Construction Co. Inc. is a second generation Glenwood Springs based grading and paving company.  The second new Director is Tom Johnson, Asphalt Sales Manager, Frontier Oil Corporation.  Tom has over 20 years of experience in the asphalt industry and is involved in the Colorado, Wyoming, and Nebraska markets. Frontier Oil Corporation is an independent oil refining and marketing company with complex refineries located in Wyoming and Kansas. Frontier's primary products of gasoline and diesel are marketed in the Rocky Mountain region and Plains States.

Tenure for Dr. Scott Shuler at CSU -
Congratulations to Professor Scott Shuler who has received Tenure at CSU.  This recognition is a clear indication of the great work that Scott is doing as an instructor and researcher.  Scott met with the CAPA Board of Directors on June 21 and provided a briefing of ongoing CSU Asphalt Research

How Long Do Asphalt Pavements Last??

Submitted by Scott Davis, Schmidt Construction Company Here are some pictures of roads that we are reconstructing and overlaying for El Paso County that our company originally built 25 to 30 years ago.  The location is near the corner of Grinnell and Fontaine Blvd in the Security-Widefield area.  As you can see the sub-grade is all clay and no maintenance had been performed for all those years.  The road in the photos was constructed with 6 to 8 inches of base and four inches of asphalt.  Other roads in the area we are going to overlay have a sand sub-grade and we constructed them with six inches of base and some of the streets only had 2 inches of asphalt and lasted for almost 30 years.  The old asphalt pavement in the picture was 100% rounded material from our Fountain Pit.  Thought there may be interest in some roads that were constructed using a road-base section without sub-grade treatment and minimal asphalt thickness.

Draft Warm Mix Asphalt Specification Developed

A preliminary draft Warm Mix Asphalt (WMA) specification has been developed for use in Colorado.  The specification references information developed nationally and best practice guidance that has been developed.

    2010 STATEWIDE BALLOT MEASURES – BE AWARE
    There are three looming ballot measures that if approved by the voters this November, would be detrimental to the funding of road improvements in Colorado and local control of critical budget decisions. A Summary Document has been developed that outlines each ballot measure, visit Colorodans for Responsible Reform or visit Don’t hurt Colorado.

    CAPA’s recent Asphalt Technology Forum included a panel presentation on “Pavement Management & Justifying the Need for Roadway Improvement Dollars.”  The panel provided insight on the ever important goal of increased funding for roadways.

    CDOT Project to Include Warm Mix Asphalt  United Companies will begin paving a CDOT project at the Park-and-Ride facility in Clifton on Friday, April 9 with warm-mix asphalt.  The project involves construction of two new parking lots off of 32 Road for CDOT in Clifton, and paving on Peach Street for Mesa County.   (For More information or to attend)

    CSU-Construction Management Showcases Renovated Facility  The Construction Management Program at Colorado State University continues to make strides in support of the heavy construction industry and in undergraduate education.  A Industry Forum was held on Feb. 9 at CSU. The forum was attended by both CCA and CAPA members. The event included a tour of the renovated Pre Construction Center (old Industrial Sciences Building), a presentation by Dr. Mostafa Khattab, CM Departmcsuent Head, and an open discussion with attendees on the direction of the program and the proposed Heavy Construction Endowed Position.  New faculty have been hired, a cap in enrollment has been established and strengthened entrance requirements have been put in place.  “The improvements made are very impressive and the heavy construction industry of Colorado has a great partner in CSU-CM.”  sated Jeff Keller of APC-Asphalt Paving Co.  For more information contact Tom Peterson at tompeterson@co-asphalt.com or Tony Milo at tmilo@ccainfo.org News from the NAPA Annual Meeting:  Increased RAP Usage Results in Energy Conservation & Reduction in Green House Gas Emissions:  One very interesting technical session at the recent NAPA Annual Meeting was a presentation on the environmental benefits of using recycled asphalt pavement (RAP).  According to research conducted by Granite Construction (and presented at TRB), the use of 20% RAP in HMA mixes results in a 15% reduction in green house gas emissions and a 15% conservation in fuel.

    2010 Colorado Business Economic Outlook The University of Colorado LEEDS School of Business 2010 Colorado Business Economic Outlook is available. The annual forecast of the state's economy includes snapshots from specific counties and regions around the state, as well as updates on international trade, population, labor force and personal income growth, and a general outlook on the state and national economy. CAPA’s Tom Peterson is a member of the Construction Committee that developed a portion of the annual report. The CAPA All Member Meeting on December 11 included a panel of experts discussing the 2010 Colorado economy.  Available here is the 2010 Colorado Housing Market presentation given by construction economist Mike Rinner.

    The fall kickoff meeting of the joint CAPA/CDOT Asphalt Industry Forum (AIF) was held on October 28.  Two new task forces have been formed, namely, Stone Matrix Asphalt – Part II and Submittal Criteria for Non-Standard HMA Mixes - for experimental feature consideration, (more information).  The next AIF meeting is planned for the morning of Friday, December 11, in conjunction with the CAPA New Member Recognition Luncheon.  All CAPA members are invited to attend.  (agenda)   Meeting Planned with FAA to Discuss Asphalt & Airports – January 7

    The use of WMA contiinues to rise!

    More projects continue to be constructed entirely or partially with Warm Mix Asphalt (WMA) in Colorado. On the western slope, United Companies has placed more than 11,000 tons of WMA this summer. Their outside sales customers are also using WMA for parking lot repair and pothole repair. Brannan Sand and Gravel has placed WMA in Arapahoe County earlier this month. More are planned in the future

    CAPA/CDOT Asphalt Binder/Emulsion Task Force

    10:00am, August 25, at the CAPA Office.  The Task Force agreed to the following at the last meeting (July 23).
    Add PG 70-28 to the list of binders to be used by CDOT.  This will allow PG 70-28 to be used in lieu of PG 76-28 in the situations that allow for less modification.CDOT will develop a standard special specification for CRS-2R (latex).  For more information, contact Industry Co-Chairperson Mandy Monjaras of Mt.     CDOT Asphalt paving projects turning GREEN

    CDOT has had several projects already completed this year utilizing the new RAP specification which allows up to 25% Recycled Asphalt Pavement (RAP) in lower lifts and up to 20% RAP in top lifts. Four projects which have been highlighted in the Metro area. They include the First of the stimulus projects, Belleview Avenue from South Federal to Santa Fe Ave, Sheridan Blvd from Mississippi to 6th avenue, Arapahoe Road and South University interchange (This project was the approaches to the intersection in each direction on University and Arapahoe Road) and South University from Easter Ave to County Line Road. All of the projects utilized the 20% RAP specification for top lift paving. The project personnel stated they saw no difference in the Lab or Field testing of the HMA. The tests results from QC to QA were consistent. The appearance of all of the highlighted projects was os a SMOOTH, QUIET Asphalt pavement. The materials placed were a high quality Asphalt Pavement, reported one Tester for CDOT.

    The American Public Works Association (APWA) has developed an excellent publication entitled “The Hole Story – Facts and Fallacies of Potholes” that helps explains the challenges of deferred maintenance.  Also, CAPA Executive Director Tom Peterson has developed a White Paper on the subject entitled “Fix it Now or Fix It Later – The Public Works Dilemma of Deferring Road Improvements.”    A limited number of copies of the APWA brochure are available from the CAPA office office@co-asphalt.com

    HMA Overlay Becomes Colorado’s First Stimulus Project

    BelleviewGov. Bill Ritter along with other officials were on hand Tuesday, May 19 for the ground breaking of Colorado’s first highway project funded with Federal stimulus funds.  Identified as the Transportation Initiative Generating Economic Recovery (TIGER), the program is an important part of the statewide program to “create jobs, promote economic recovery, make transportation improvements, and provide recovery act dollars for much needed programs”, as stated  by the Governor. The SH 88 project, being constructed by CAPA Member Aggregate Industries of Golden is located on West Belleview Ave. in Littleton between South Zuni and South Federal Blvd.  CDOT Executive Director Russell George pointed out that $1.2 million was originally set aside to pave the approximately one mile project.  With the current price of HMA construction materials and keen contractor competition, the project was bid at $407,000 vs. the original construction estimate of $580,000.  Even with the cost of CDOT engineering and project testing there will be funding left over to be used on other projects.  Work on the Belleview project is expected to take approximately 30 days.  FHWA Assistant Division Administrator Doug Bennett stated that CDOT has exceeded a significant milestone of the use of the ARRA (Stimulus) funds by obligating a minimum of 50% of the state funds within 120 days.  As of May 15, $180 million had been obligated on 37 projects.

    Suncor to Supply Polymer Modified Asphalt Cement (PMAC) & Emulsions in Colorado
    May 12, 2009: Suncor Energy Inc. has announced an agreement with SemGroup Energy Partners, L.P. (SGLP) that establishes a new business relationship between Suncor and SGLP for the use of four asphalt specialty production plants in Colorado.  Two of these plants are located in Commerce City, one in Pueblo and one in Grand Junction.  The agreement allows Suncor the exclusive use of the facilities to store, throughput and process asphalt from our refinery into polymer modified asphalt cement (PMAC) and asphalt emulsions.  With the use of the SGLP facilities, Suncor will be the primary supplier for these products in Colorado.  Suncor is not purchasing these assets; SGLP will continue to own and operate the facilities at the direction of Suncor.     ASPHALT PRODUCERS PRESENT BENEFITS OF WARM MIX  The use of warm mix asphalt (WMA) continues to grow in Colorado.  2009 will see a number of HMA producers move forward with facility upgrades to incorporate warm mix asphalt technology and others are evaluating different WMA chemical additives.  A panel of asphalt producers presented at the MGPEC Annual Meeting on April 13, 2009 at the Arapahoe County Municipal Building.  “We have made the commitment to warm mix asphalt technology and recognize the benefit of its use,” stated Jeff Keller, President, APC-Asphalt Paving Co. of Golden.  APC was the contractor that constructed the WMA project on I-70 near the Eisenhower Tunnel in 2007.   The benefits of warm mix asphalt include a reduction of production and laydown temperatures which allow paving at colder temperatures and longer delivery times.  The reduced temperatures result in lower emissions and fumes at both the plant and the paving operation.  “A side benefit of WMA is the reduction in steam at the paving site which improves worker safety and driver visibility,” stated Todd Genovese, QC Manager, Lafarge West Inc.  “WMA is placed like conventional hot mix asphalt and we have found improved workability and excellent compaction results,” stated Jarrett Welch, QC Manager, Brannan Sand & Gravel, Denver.  Brannan is one of the area contractors that have made facility upgrades to incorporate WMA into mixes.     Warm Mix Asphalt Implemented in KentuckyThe Kentucky Transportation Cabinet has approved a Supplemental Specification that will allow warm mix asphalt on KYTC projects.  The specification requires that each plant site must be evaluated by the Department prior to use.  Mix properties and actual placement and compaction levels will be monitored.  These specifications require that the WMA be evaluated prior to placement on KYTC projects.  Educating Your Work Force - EMPLOYEE FREE CHOICE ACT (EFCA):  The Employee Free Choice Act is proposed federal legislation that interferes with the democratic process.  It takes away an employee’s right to a secret ballot election to decide whether they want union representation.  An informational presentation has been developed to educate your workforce on the concerns with this bill.  Employee Free Choice Act Handout

    ASPHALT & POLYMER UPDATE:  Unmodified asphalt (PG 64-22 and PG 58-28) is readily available with several suppliers providing these grades.  The Colorado outlook for supply of unmodified asphalt for 2009 is good.  The good news on the supply of modified asphalt (PG 58-34, PG 64-28, PG 76-28) is that there are three new suppliers who have been added to the CDOT Qualified Binder Suppliers List (Mt. States Materials, NuStar Energy, and Paramount Petroleum). However, the Sem Materials business situation has not been resolved and they are operating on a very limited basis.     The use of stone matrix asphalt (SMA) to rehabilitate heavy volume roadways continues to draw interest. CAPA hosted representatives from the City of Aurora, the E-470 Public Highway authority and the City of Colorado Springs to discuss best practices in the use of stone matrix asphalt (SMA). The City of Aurora continues to use SMA as a planned element of their yearly street improvement program. Lynne Center, Project Engineer, City of Aurora, provided a presentation on the City of Aurora experience with SMA.

    ASPHALT WINS IN HEAD-TO-HEAD BID WITH CONCRETE

    The Town of Parker must be pleased with the results of Parkerthe recent bid opening for the Chambers Rd. Extension Project.  16 bids were received including 14 asphalt bids and 2 concrete pavement bids.  The low asphalt bid of $4,785,959 was 13% below the lowest concrete bid of $5,420,626.  The paving will consist of 9.5 inches of asphalt with 12” of aggregate base.
