
The LabCAT Board of Directors met on May 2 and approved a five year agreement to continue the program through 2017. The Laboratory for Certification of Asphalt Technicians (LabCAT) was initiated in 1996 and is the recognized certification program for asphalt testing technicians and inspectors in Colorado. The agreement is a Memorandum of Understanding (MOU) and establishes the partnership between CAPA and CDOT and the involvement of other stakeholder organizations including the FHWA, CARSE, ACEC, and CAGE
The life cycle cost analysis (LCCA) is complete on the I-25 Colorado Springs North project and asphalt has been selected as the pavement material to be included in the request for proposals (RFP). The project is a design/build project that will widen I-25 to 6 lanes from Woodman Road to Monument. In the selection process, it was determined that the primary goal was to maximize the scope of the project and widen I-25 as far north as possible. The project budget is approximately $66 M. Selection of a design/build team is expected late this year with construction in 2013.

Congratulations to CAPA Asphalt Supplier Member Jebro Inc. on the grand opening of a new asphalt terminal just south of Cheyenne, Wyoming. The facility includes a warehouse for the storage of polymer, a dozen or so holding tanks, blending units, and an asphalt binder quality control testing laboratory. Warm Mix Asphalt Guide Specification One by one agencies in Colorado are considering the use of warm mix asphalt as part of 2012 paving projects. The City of Greenwood Village, for example, will be bidding WMA as an alternate to HMA. The CAPA developed WMA Guide Specification will be the primary reference for the Greenwood Village specification. To learn more about WMA, mark your calendars for a Warm Mix Asphalt Workshop planned for Friday, May 18. The event will be co-sponsored by the APWA-Colorado Chapter and hosted by the City of Loveland. A warm mix asphalt demonstration is planned by United Companies of Mesa County as part of the program of the Annual Spring Roads Conference in Grand Junction on April 24. “Come To You” Training Sessions. The Rocky Mountain Asphalt Education Center is pleased to offer Asphalt Technician “Come to You” Training Sessions to help facilitate and promote education in the asphalt industry. We also desire to defer the cost of education, training and preparation for certification classes to our association members and partner Agencies. The first of the "Come to you" Training Sessions will be held in Durango hosted by CDOT Region 5. This will allow for persons to be Certified in Levels A and B as well as Level I.
THere will be a Inspector Training and Certification held in Grand Junction on Wednesday April 25, 2012. It ill be held on the Bishop campus of Colorado Mesa University. More Information
